1982 ATC 70 Pricing

My boss has a '82 70 forsale. Been sitting for 10 years, needs all 3 tires. But here's the catch. He bought it in 1998-1999 and installed a new engine. Crankcase to head cover, but never started it. He figures he sell it to me for 250 bucks. Said all th plastics are good, no bends in the frame, all decals are present and the rims were freshly painted when he stuck it in his garage. Fair price or walk away?

installed a new engine and never started it??? i would question that. a good running 70 seems to be worth about 500 so plenty of room there either way. I say buy it
