ATC 110 won't go into 3rd or 4th.

Just bought a 83 110. I took it for a spin today and 3rd and 4th freewheel. Would that be the clutches? Or the shifter drum?

If everything else works, it won't be the clutches. It could be the shift drum, shift fork or the shifter mechanism that the fork moves.
