hey im wondering was there a rev limiter on this three wheeler when in neutral and was rev high?

No, there is no rev limiter. I dont understand the last part of your question.

like if it was in neutral and i pushed the thorttle in all the way, there would be a rev limiter which would keep it from rev to high

no if you hold it wide open it will just keep climbing until it reaches the cam limits and then stuff will break,and its even worse when not under load.

well im pretty sure that there's a rev limiter on these machines
