Could it be oil as I took out the dipstock and it was dry ? I read that somewhere as I have a good spark and fuel ?

oil wont keep it from starting. it will just ruin it once it is running for a small bit.
why is the dip stick dry? put some oil in it. 1 quart of atv/motorcycle 4 stroke oil. 10-40w
if you have gas and spark then either timing or compression.
from your resent posts it sounds like you are a little over your head and might need help. just my thought, could be totally wrong

I'm well over my head . And the link you sent me won't work on my iPhone . I think it's the thing under the cdi cover as when I could get a spark I stupidly took it apart to clean it and didn't put it back exactly how it was . Is there a easy way to do this . Or the timing

Easy way.... take it to a mechanic. If your running it without oil wondering "if thats why it won't start" your way over your head.

I bumped it today and it started once feels like it wants to go but just needs that little bit more . I rung a mechanics and he said it will take about a hour all this happened when I changed my casing and I had a look at the fly wheel and there's no markings
