How is it done? My forks are extremly soft, It might not have any oil in there? All I could find in my manual is it says to use ATF? Automatic Transmission Fluid?

Yes, automatic transmission fluid works well. You can also put oil especially made for forks with different weighs, depending on your weigh and how stiff you want them to be.

atf is around 7wt you can go up to 20wt i believe
there should be bolts at the bottom of the forks for draining and then you unscrew the caps (take all preload out of the forks) and fill it with the prescribed amout of fluid. if you have a ratio rite cup it is graduated with cc's oz's and all that so that you can measure it easily
hope that helps

so you drain it out the bottom, and fill it from the top?

you got it toyota, i have just replaced the fork seals in mine and havent filled em yet due to time constraints but the 85 R calls for 400cc of fluid per fork. yours is probably different as the 86 R takes a different amount as well.
hopefully your forks had oil in them to begin with, i made a desert trip and found out later that the PO had drained the fluid out and it made for a crappy weekend

So then (sorry to hack) what is the air valve stems for, at the top of the fork...am I supposed to add compressed air to them too?

You can. but no note than 10psi.you'd be surprised at how stiff they will be with that little bit of air.the bleeders were also used to purge unwanted air after a race
