200s idles, revs, falls on face over half throttle

I have cleaned the carb. It starts and runs great, has good power up to like 50-60% then falls on its face? I am thinking timing, what else could be my issure.

the main needle in the slide is moving up and down, flooding issue

Yep pretty sure it would be a main jet issue, Check to see it has the proper Jet for Your Altitude

Guess ill swap carbs with the one that runs good and see what happens.

MAYbe adjust valves first?
Then carb is what 'they' say usually.
