Dad's yama 200 pull and electric needs tires

He says it's a yamaha 200 with 3 lug wheels.

Are they tapered and impossible to change at home like the early atc 90's?

I'd like to send him some new tires but maybe I should just send tires mounted on rims?

He's about an hour north of Albany NY in Lake George and apparently tire shops a few and far between.
But tons of logging road to ride right from his property.
