I have seen this fellas welding skills first hand. He has a knack for jig building + is extremely experienced in the field of swing arm fabrication
There are some other folks on here as well that I would include in the professional class but Billy is first that popped into my mind when reading your post.

there are several.. people who can do the swingarms..... but what i would recomend looking into using a swinger from a trx 450r it will net you between 4 and 4 3/4 inches depending on the year.... the 450 swinger only requires a few modifications to be made to fit and a big advantage is that it uses all the 450 rear end stuff which has great aftermarket support and the stock stuff is really cheap... and unlike the first gen 250r parts they will be around for the next 20 years'''

i did a trx 450 swinger on mine and so far its been great>>> i did a write up on airfoolers dot com

Yes its very easy cut it before the bearing holder and install inside demintions size tubeing to disired lenth into the swing arm tubeing be sure that you check your lenths from bearing carrier to swing pivot holes plus check alienment from the same places then weld with a mig or tig but jump around to distribute the heat . fill in the differance with 16 gage plates its pretty simple Ive done this several times for ESR RACING extending and shorting ! good luck !
