Pull the head and cylinder. I cannot tell you how many Honda Sprees, Yamaha Razz's etc that I bought locked up and pulled the head and cylinder and it was hydro-locked. Then I take steel wool to the cylinder, put it back together and they usually run like a champ. I had one that the cylinder would load up with oil if it sat for 4 or 5 days and that would lock it up because of the added pressure. I would turn it upside down, drain the oil, put a plug in it and it fired and ran every time like a champ.

well i got the head off pored some 2 cycle in the jug filled it up and let it slowly seep through the rings then i lifted the jug up letting the piston slide through it and then i went to kick it over its still locked up the top end seems good then my power cut out for the 5th time today it only last 5 minutes in the dark i tried to spin the fly wheel wouldnt happen im guessing the crank is froze it would be alot easier to get stuff done if my power would stopped poping the circut breaker! hey do you guys think i need to free up the rear tire to get it to turn over?

Pro tip: take the head off, add marvel mystery oil (not 2 stroke mix...), let soak for a few hours, get a wood block and a sledge hammer. Put one end of the wood block on the piston and smack the other end of the wood with the sledge hammer. DO NOT USE ANYTHING OTHER THAN A SOFT TYPE OF WOOD, YOU CAN CRACK THE PISTON WITH A DIRECT HIT WITH THE HAMMER. I freed up a barn find RT 180 by doing that, now it turns over and has compression. Just need a stinkin exhaust!

If it is at all like a Honda Spree, then the answer is yes.

dont have mystery oil do you think the backtire being :lock:ed up would cause it to not kick over ive had the jug off piston and jug are good crank looks and feels good to but it wont spin cant get it to turn over do you sstill think i should i put the jug back down and put a soft block of wood on the piston and hit it with a hammer?? or do i need to free up the back tire first? i beat the trailprotrailprotrailprotrailpro out of the back tire with a hammer until my arm got tired and i cant get it off and it wont spin...

Im not familiar with scooters but if it is chain driven and the rear wheel bearings/brakes are seized on this would make the motor impossible to turn over. Remove chain and try again.
If it is not chain driven start by trying to find out exactly what is seized on the machine. Is it the final drive seized. A rear wheel bearing or a brake or mabe the outer crank bearings.. Spray penetrating oil into the wheel bearings then try and turn the wheel. Tap the brake drum with a hammer to break the pads free from the drum. Did this get you anywhere?
Also when removing the axle bolt on any motorcycle/scooter there will be some sort of spacer the axle bolt will slide through on either side of the wheel and on anything more then 5 years old there is a high possibility of the axle seizing inside the spacer. You will need a hammer, a torch, WATER and lots of penetrating oil. Also thread the nut on the axle a little ways or you will mushroom the end of the axle by beating on it. If you can access the spacers and are careful ive had luck drilling small holes into the spacer to spray penetrating oil directly inside them.
Let me know how you fair out.

its got some sort of shaft drive no chain the axle dosent go straight through theres 1 bolt on it to get the tire off and it maybe the drive gears but i didnt realy wanna take the transmission apart never been inside a auto trans the breaks i unhooked them tried hammering the leverback and fourth didnt budge but the breaks weren't engadged to begine with thew front tire is locked up to maybe i should mess with that to see if its breaks before i realy tear into the tranny
