You're missing the ball or special washer/holder. Check a parts diagram and you should see what 's missing.

If the lever is still there then you still have the screw holding that in. I have seen the stay plate (12) break on these, so you may need the stay plate and the little ball. If the stay plate is still there, it's an oblong silver metal plate, you may be able to get the ball at your local hardware store. My hardware store has a selection of steel ball bears and I just found a small one that fit. It may pay to take the screw out and take the choke lever with you to find the correct size.

Yeah- its more than likely the very tiny ball bearing on the lever that is missing or bad. Do you feel the click at all at half choke? That ball is easily lost if the lever is removed. Usually it stays in place stuck to the plastic lever- but will fall off if your not carefull. If you drop it- you probably are not going to find it again! Also check the spot where its sits on the lever for damage . Use grease when reinstalling-

If your lazy like the guy I got my 185s from, you can just put a zip tie on the wires coming up from the stator, and keep lots of slack in it so you can put it over the choke lever to hold it down. Just keep it loose enough to so can slip it on and off.
