That is a 2 stroke Harley that was manufactured in Italy. Looks like it might cost more to restore than it would be worth. But it is interesting nonetheless.

I think the name of the italian company was aermacchi. They made several models of bike that harley sold in the late 60s and the early 70s. My local Harley performance place, Zippers, has one or 2 up on shelves that have aftermarket frames that were/are raced as flat trackers. They actually are qute a nice running engine and respond well to modifications.
