I have a 37mm FCR carb from a 250 dirtbike. Will be installing it on my 350x.There is a horizontal sheetmetal divider on the intake side of carb.It is in the middle and goes to slide. Is this divider a help or hinderance on the 350X?

Only one way to tell. Run it both ways and see.

Not that easy. After removing won't be able to reuse it.

I used to see ads in the dirt bike mags for some company that made an aftermarker device similar to what you described. It installed in the intake side (I believe) of the carburetor, and supposedly smoothed out the airflow into the carb, and therefore added more power. I remember they offered them for a few 2-stroke carbs, and a bunch of 4-strokes. I can't remember the name of the company though. If they worked as advertised, I wouldn't be surprised if the carb manufacturers started including a similar device from the factory.
I remember the product name now, Power Now. Here's their website, which explains what that divider is supposed to do: http://www.scaryfastracing.net/
