Once you have been a member for 2 months and have a post count of 10 the Classifieds will show in the Forum menu. I see you have been a member long enough, but you only have 9 post. Just a reply or so away. ;)

Required Time No, 2months puts you to March 2013,
post count, Yes, as Howdy stated above. Just wait and read all the cool build threads in top tier sections and your required wait time will be over before you even know it. :-)

You should have access within 2 weeks. It will all depend on your registration date. If you signed up Dec 28th then on Feb 28th you should gain access ( since you have over 10 postings ).

Do post reset at some point? I used to be on here every day but have been away for a few years (10+) and cant see the classifed anymore, I am only guessing but I would assume it is from a post-count reset.
