will powdercoat stick to bondo ?

No. The Bondo will melt and burn long before the powder gets up to temp (380 to 450F) Metal only for conventional powder applications.

There is a metal type bondo that is used under powder coat. Look on like Caswell, Eastwood, Columbia Coatings, or Powder 365. They might sell it.
