I'd say more like cosmetic rebuilds.

I find trikes in pretty good shape to start with. I'll go in and:

- polish each bolt
- sand and polish the fenders
- get tanks professional repainted (if needed)
- replace grips, seat covers, etc.
- check compression (perform tune up / overhaul as needed)

In the end they are 8.5 out of 10's, rideable but very close to really nice collector shape.
