Is the front tire on 85 klt160 tubeless?

Hey guys, just picked up a trike the other day and I noticed the front tire has a tube in it,
. Is that right? Is it a tubeless tire ?? Anyways the front tire is worn anyways compared to the back ones because the guy put brand new ones on so I might just buy a new front one to match. What do u think?

Some people put tubes in them when the tires areto bad to hold air...to make them last as long as possible
