Is the sleeve inside the rear axle suppose to be loose and moving around freely up and down prior to installing the axle?

You are talking about the center collar in this picture, right?

It shouldn't be rattling around floppy loose, but it can shift around a bit. The collar is supposed to span the gap between the inner race of the two bearings. This keeps the bearings from getting side loaded when you torque down the rear axle nut. So, make sure it is in contact with both bearing inner races. If there is a gap, it could mean that one of the bearings isn't seated completely into the bearing holder.

Thanks Dougspcs! I'm in 200S mode right now too, I just picked one up. The service manual has been open on the laptop for the last week straight so it was a quick and easy response to type up. (hopefully, it helped!)
