JH3TB535FK400114 Is it possible the 8th digit is a 9 ? If it is then you have a 1985 Honda ATC200s

I believe the correct Vin Number would be JH3TB539FK400114

The lever you speak of sounds like a compression release, but I can't remember if those bikes had one or not.

They had automatic compression releases. Don't worry about the cable, just push it up by hand at TDC. ;)
