Good answer, but still wrong... Nothing surfaced during normal work hours. Hopefully I will have an answer tomorrow. Until then a few more pics of the operation. Very expensive project right here...

When I see those floating rings that I assume to be for catching oils I always wonder how much got away before someone arrived to set up the perimeter. Would it be fair to say most of it?

Good observation, to answer that question as the intial responder, when I arrived at this incident the structure was already on bottom. I can assure you that I do everything in my power to recover as much product as possible but I can only do what the client will approve. In collaboration with the USCG, we make our recommendations and the customer usually obliges.
I thought this job would progress a little quicker so I apologize for the slow updates. More info and pics tomorrow.

They pulled a crane out of the water this morning!!! I like the idea of a crane lifting another crane.:idea::lock: There is still a barge as well as what ever else was on the deck that needs to be recovered.

I figured the EPA just moved in and fined anyone and everyone they could regardless of how hard those parties worked to make things right. When they "pull out" I would imagine OSHA is next in line for their turn.

Repeat offenders, and companies with neglectful safety histories usually get shafted like that. When they are honest all, report the incident accurately, and take the proper steps to make things right there are usually no fines whatsoever. It's the guys that buck the system, lie, and try to cover their wrongs that get the dry shaft.

You must be referring to the EPA, because OSHA goes for the throat on day one, even if no one has ever so much as broken a finger nail on the site. Of this I have first hand experience :(

EPA really doesn't show there face much down here. It's usually for surprise inspections at oilfield productions facilities and marine docks. If the incident is on water then the regulatory agency is Coast Guard. If it's on land, it's LDEQ. (state branch of EPA) They are a little harder to please, but are very busy and underpowered so there is a 50/50 chance that they will not show up.
As for OSHA, yes they can be a pain in the worst way. The regs are so bland that no one but them can be right. But there presence isn't very large down here for whatever reason. The last time that I've encountered any agents was for the BP incident. Believe me that mess was a dog and pony show. But that's another story.

I really didn't get the details. Usually when it's on bottom, no one who knows why wants to talk about it. As for the structure, it is a stevedore barge used for loading and unloading bulk dry goods. (i.e. Rice, grain, coffee, salt) The weather at the time was good so my guess is that the barge had been taking on water for some time and either the auto bilge pump went out, or the period pump out was skipped. Everything leaks a little...
