when i have the front tire elevated, i try to spin the front tire and it does not spin freely. The caliper isnt letting completely go. When i apply the brake it grabs tight where i cant move it but just doesnt let go. any ideas on what i can look for to fix this?

Take the master cylinder apart and clean it real good . The master cylinder is hydro locking , clean all passages inside the cylinder .
OR the brake sliders on the caliper are stuck .

Don't be alarmed as many fail to service front brakes, your issue is easy to fix. Remove caliper from forks but do not disconnect brake hose, remove caliper from caliper bracket. Once removed you will see 2 pin bolts on caliper bracket. Clean those pin bolts thoroughly there is probably old silicone grease on there but now feels really sticky. Clean 2 bolt pins and also on caliper where pins go in. Once done with a clean paper towel wipe one more time and buy yourself some silicone grease and place on pin bolt. That should do trick with any brake drag and if you can once done check fluid if fluid is dark and dirty change it. Most owners tend to neglect those pins on brakes that is why you have brake drag, those calipers are floating left to right and when that silicone grease gets old brakes drag. Rear caliper is most notorious for brake drag issue but out back replace pin and 2 rubber covers add silicone grease and all fixed. And when installing back into position you will see how brake caliper floats or adjusts itself to wear now that caliper is properly lubed or serviced.

The seal(s) for the caliper piston(s) are bad. Get the piston out and clean all the white gunk from the cylinder and replace the seals with Honda parts.
