maybe somebody can help me with this , I have a 250r that I have spent the last 2-3 years buying parts for and pieced this together now it will not rev out. I have 150 psi, I took the lid and air cleaner out, it revs out a lot better but still chugs/sputters. any help at this point would be greatly appreciated

Could be the CDI , that’s the famous issue with the 85 model ......
They will rev out to about 3/4 throttle and then start coughing / missing .

150 is low. Should be around 180. What jets are in the carb?

everything is stock, found the needle in the carb on the 3rd slot. moved it up to the 2nd, runs a little better. spits and sputters for a few seconds then revs right out.

my secondary coil went out in mineI changed it and it ran fine after that but definitely check all the things the other guys are saying

If a carburetor adjustment did have an effect then you might need to jet the bike.

I have had same no Rev problem on a couple machines + it turned out to be muffle was plugged/sludge up.
Perhaps pull muffler off and see ?
If it is plugged I will share with you hoe to clean,,,
