3 try is the charm problem

I installed the decompression system on my 185s and it works nice but when I pull, it kind of gets stuck or doesn't come out all the way. I then try a second time and get the same results. But when i try the 3rd time, it works perfectly. How do i fix this. It is the 3 pull every time

Is the bail, seated in the housing, or is it spinning?
Did you watch D-rays video on youtube? its great for this repair.
