Should both lights be on whether the switch is on high or low? I get 1 light on low and the other light on High but never both. I do not think this is correct.

Mine is both lights on either high or low beam, never a single light.

Sounds like some wires got flipped. That bulb has a low and high filament that use a certain color from the lighting switch and they are wired in parallel.

Or it may seem that one is on low and it's just the wrong bulb, it happens.

Ebay LED's blow in the case you thought about running them...
