fork seal problem!!!!!!!!!!!!

ok on my 350x forks i got both apart and was going to put back together but the washer that goes on befor the seal wont go down far enough so i can get the seal in all the wat. so i dontknow what to do now. someone please help me with this. :?:

sounds like you put the seals in upside down or there not in all the way

no i dont even have the seals in. the washer that goes in befor the seal wont go down all the way so i can put the seal in. the washer goes in all the way without it around the forktube but when i try to do it when it is on the fork tube it wont slide down pass the slot for the c-clip.
