What is the adjuster bolt on the right side of the motor that says INCREASE ____ DECREASE???? Is it a clutch adjustement? Or a chain tensionner??Or something else?

It is your clutch adjustment.

Thank you. So i just loosen the nut, and then turn the screw as desired? And then retightned the nut.

Loosen the nut, turn the screw counterclockwise till there is a little resistance then turn it 1/4 a turn clockwise . Tighten the nut while holding the screw to keep it from turning.

Ok, atleast the fox got it right. Most people turn it clockwise... bad idea. That will result in harder shifting, a loose shifter, and worn gears. Turning it counter just puts the lobe closer so it engages with the clutch better, causing it too release, and allow the tranny to shift properly. Manuals don't have this clutch, so if you don't pull the clutch in, you will feel it surge forward immediatly, which isn't harmful though.
