I bought another 86 Tecate, and I have this question? It looks and runs great, but when you hit it hard threw the gears it seems to run out of power at the top of each gear. I mean it seems to fade. When you shift it comes right back hard, but when you get near the top again, it lays down before you shift. It should wine out just a little bit more?

And on the hard road, it pulls hard to the right under full power. So much that you have to let off of it to gain controll. In the field its not as bad, but on the road itsa bear, between keeping the front end down, and keeping it straight down the road.

The thing it straight and never been wrecked, or anything.

powervalves are not working or are not times correctly

If you bought it used and just ran it as is then you may have some crud in the main jet of the carb. The powervalves may also be acting up like Nick said. The pulling to the right is probably just tire pressures being off between left & right rear tires.

So the power valves, could be the problem for not having that top end power? Do they have to be timed? What should I look for if I take the Power valve assembly apart?

There is a small rectangular cover at the right front of the motor on the top of the lower end (not on the cylinder). The power valves are driven by a mechanism motivated by centrifigual (SP?) force driven off of the water pump assembly. That rectangular access cover mentioned above can be removed. Once it is removed you can start the engine and rev it up and the mechanism should move through its range as the revs increase. Beware that if you try to remove the single nut that attaches the actuator to the power valve mechanism it is REVERSE threaded.
