How do you go about giving someone reputation on this board????

Click the scales in their post. Its above your join date, location, amount of posts, ect.

I don't see anything in the control panel. Maybe it's a mod thing? Or maybe I just don't have any yet.

if theres nothing in the control panel, you haven't received any reputation yet. This isn't really bad, because someone could have left you bad reputation instead of good :p

If you want to leave reputation for someone, click on the scales in their post and you'll get a popup asking if you want to leave positive, or negative, along with a comment field. I just left one for you to show it works.

Everyone starts with 10 points. If you only have 9 points that is because of the bad rep you received.

not to be rude here just my opinion but i wish you could know who gave you a rep. i think its kinda cowardly to say something about someone and not leave your name. tim your not alone sombody aparantly thinks its funny to run peoples points down refering to this thread.

Nothing happens when it reachs zero. Well, I think you can go below zero into minus whatever. Its no big deal guys, If it becomes a problem and people abuse it I'll just remove the feature.
