Tecate issues

Ok, my 84 tecate has some issue that I can't seem to resolve. You start it up and it will idle ok but the idle will just steadily get higher and higher. While it is revving way up you can choke it and it will eventually smooth back out. I put in new topend gaskets, including the reed cage gasket. I took off the carb and cleaned it up and all the jets look to be un ubstructed. I need some help with this one. Could it be the crank seals or is it a top end leak some where? Could the reeds be messed up and make it do that? Help is greatly apreciated.
