Does the shock need to be completely taken apart to replace the rubber bumper on the shock shaft?

Yes it does. It comes apart fairly easily, just make sure everything goes back toogether exactly the same way.

Do I need to take it to a shop that works on shocks? Right now I have the spring off, just wasn't sure if taking it any further apart requires special tools.

I took mine apart to replace the bumper but ended up having a shop rebuild and recharge it. No special tools required other than compressed air to blow the seals/shaft and dampening plates out, but it was easier to have the shop do it in the long run.

what shop will rebuild them and whats the ball park figure?

Do a search on the net or check with your local bike shop. The typical cost depending on required replacement parts, plus oil & nitrogen is $75-$100.
