Replacing brakes

I'm going to order new brakes for $15 from this guyhttp://www.stores.ebay.com/ghdiscountatvsupply/plistings/list/all/dept6/index.html

Do I need a brake drum seal whatever that is? And it says I need return springs? Also where can I find an oil filter, and exactly what type of oil does it take? Sorry for the dumb questions but I'm new to this! Thanks.

I normally re-use the old springs when I replace brake shoes. I only replace the seal when needed also. If the old parts are good why spend the money for new parts? A quick check of the parts will tell you if they are good ( re-useable ) or not.
