might.. or has small spacers,, i threw a set on one of mine.. helps the 4 year old

It seems that looking at the right side picture, that the wheel is sitting right against the hub and you can see the nut that holds the hub in place. I would have to say it is stock.

it looks stock to me, my 70 looks just like that. i think it might be that the fender has been cut down
