sounds like..... every 2 stroke bike ive ever owned  if its really bad, then do plug chops, and adjust the needle, and air screw accordingly.

you need to try and keep pretty steady throttle, two strokes burn through plugs when you vary the throttle alot.

yeah, in case you havent ridden to many 2 strokes bigred boy, theres some aspects that are different from riding a 4 stroke. 2 strokes need the rpm's kept high so that deposits from combustion are burned off. when you dont give alot of throttle, the deposits aren't burned, which fould the plug. 2 strokes have a 'powerband' which is a term for where in the rpm range all of the power is made.
most 2strokes have a powerband that comes into play at about 3/5 throttle through wide open. so to make the most of your 250r, you should try to keep your rev's higher, around the power band. two strokes dont like lower rpm's, which isnt too big of a problem once you get how to ride it.
welcome to the air cooled 'r gang though, their fun bikes :beer

Thats idle and slow jet too rich, took me forever to get rid of that problem but when I did, the "powerband" disappeared and it rips at anything just off idle. When youre "on it," its on the main needle and main jet (closer to the main) and they also run a bit hotter up high. Try dropping the slow jet.
