How much would it cost to just bore, port and polish a 1985 250 Honda? Bore with no shaving or altering the jug or top end, just the bigger piston and rings.

Alright, everywhere is different on this one. BUT here's a close approximation. Assuming your talking 250R here and not a 4 stroke, around $200 should get you a fresh bore and piston kit, which includes piston, rings, pin and clips. Then you'll need a gasket kit, that's another $20 or so.

Now, for port and polish. Getting this done is not basic machine work. It's an art, so expect to pay accordingly. I'm going to say $300 and up.

I think you are confusing a "bore and hone" job with boring and porting and polishing. You want your cylinder bored and honed. This should be doable for $300.
