400ex carb piece???

This is off the right side of my gf's '04 400ex's carb. It is under a cover by the throttle linkage. It seems to be plugged and is keeping the bike from idling. With the line unplugged it runs fine, but once plugged it stalls. Seems to be a type of valve that is plugged up or something. I am going to try and get a new one this week. Any ideas?

Alright, I figured out it is a smog component for the 400ex. Does anyone have any idea how to bypass it or where to get another one for cheaper than $60?!?! Or even separate it to clean it out? Thanks.

Alright...it is a valve with a diaphram in it that IS working correctly. I have already cleaned the idle jet, but it still will not run. Does anyone have any ideas on what to check next for poor idle?
