83 200e carb Questions

I just bought this 83 200e off ebay. When I picked it up the guy said he cleaned the carb but lost the needle. So I ordered a complete carb off ebay. I then put the needle in the carb that came with the bike and tried to start it but it wouldn’t fire I mean nothing. I then took some jumper cables and by passed everything. Now it will turn over but not run. I then took some carb cleaner and sprayed it in through the air box and it ran for about 20sec. So I hooked up the gas tank I and tried to start it and there was a lot of gas in the air box but woud not start. Then noticed that the carb is missing a screw on the bottom of the carb. I have one from the other carb. Alot of problems to sort out.

My question is what should I look for or adjust on this carb?

My other question is I tested all wires but it looks like there might be a neutral sensor or something at the case that is keeping the bike from starting.(the bike is in neutral when I try to start i). Is there a sensor in the case? I have tryed to buy a honda manual but they are going for 30-80 on ebay.

Thanks for all of your help I really mean it. I bought a new sparkplug today and reread all of the past posts on how to adjust the carb. I then took my tank off of my 200x and putt it on the 200e It fits without the fenders. Hooked the jumper cables up to my truck and it started( I still bypassed everything). Thank yoou. I let it warm up a bit and ajusted the idol and shut it off. Then I tryed the pull start and It fired up. I am happy tonight. Not a bad deal for 399.00 Oh there was water in the oil so I changed the oil to. Man I have never drove a big red until today they have a lot of lowend power.
