Does anyone know the proper way to set the 1986-1991 yamaha champ 100's cam timing?

I can see the cam alignment marks pretty clearly, but dont know where the crank should be positioned.

Thank you in advance for your help.

Crank should be at Top Dead center, Cam lobes pointg down (overhead cam right?) and the valve's should be closed....then line up the marks with the marks on the flywheel.

ok I found a mark on the engine casing and flywheel marks

Engine mark |
Flywheel mark |F | |T

and a line on the cam and an arrow on the head.

When the flywheel is in the position I am showing the cyl is at TDC.. Anyone think the woodruff key is broken? the engine fires way before it gets to that mark. I have set the cam so its marks line up at the same time that this is at TDC. and it has lots of compression lots of spark and still doesnt catch.
