Harlan Kentucky ATV trails?????

I live in NC, and have been hearing cool things about Harlan KY. I hear they have thousands of miles of great trail riding that's free. In addition I hear that in order to further stimulate the economy they even allow ATVs on public streets! Supposedly you can drive thru McD's and get a hamburger on your ATV?

Anyone heard of this place. Is this info true?
