A guy I know has 2 200 Big Red trikes for sale. One is in good shape, starts and runs great (from what he says) and the other starts and runs great also, but needs a throttle cable and a set of front forks (they are bent). He is asking 1k for both, but siad he is very flexable. I don't want to try and make an offer the will insult him, but don't want to pay 1k either, what should I offer? They both have all the plastics, no tears in the seats, and seem to be in good shape. I will link a pic, but not sure if it will work.

Yeah, I agree that 1k is a good deal. Gather up what you can without 'breaking the bank'(ask me later about that :( )and let him know what you got. If anything, walk up to him with tattered clothes and puppy dog eyes and lay a huge sob story on him.

Judging by the first pic, the farther one in the pic, looks to have been in a front end collision. The rack and fender and forks look farked.
