200s clutch issues---dam mechanics

my budy had his 200s worked on buy the local shop and now there something wrong that i have never expirenced before. It goes through all the gears ok......it will not go over 14 mph in any gear, in first i can put my feet down and it will not go any where, at 3/4 trottle.....yes i know it needs rings. but it still should go some where. oh and it vibrates really bad....the whole thing.

man bring it over with some parts. lol but really did they touch anything nut the clutch? if i were you id be bitching on the phone.
