Atc 70 rear axle probs

I picked up 2 atc 70's Friday:Bounce Started putting one together,put the axle in

Chain side)))))stepped spacer , then sprocket,tube then hub.
Drum side))))) no spacer, drum, tube then hub.

Is this right as I can't find any pictures and still have a lot of play in the axle unless the bearings are shot
