yep, sounds like your pilot jet is clogged from that aformentioned rust in the tank. your prolly gonna have to clean your carb again. install an inline fuel filter. buy a new tank or buy a kreem kit. fill that tank up with nuts and bolts and shake the hell out of it, rinse it out real good. if you use the kreem kit, don't follow the recommended proportions, use all the acid, rinse it fast, that thing will flash rust like nobodys business once your done, so don't delay, then use the whole bottle of kreem and really make sure you rotate that tank into every position to get it coated evenly. i know, i know, everyone says the kreem kit is good for s**t, but if you do it the way i tell you and let it cure and don't put your petcock on right away, it will work.
oh yeah, also spray carb cleaner through that fuel line and petcock too, you don't wanna miss anything.

Like ninja said, your gonna have to clean your carb out again, take both jets out and use compressed air to blow any boogers out of it, along with all the passages in the carb. Kreem coat does work good, but its kinda pricey, (30 bucks) at that point you could prob buy a new used tank on ebay, or maybee post a wanted ad on here, you could prob end up spending less on a decent tank rather than patch your rusted out tank. The pilot jet especially is prone to clogging as the hole going through it is so small, make sure you can see light through it when you hold it up to a light.
