Ok the victim is an 85 200S that was burning too much oil. Took the cylinder to the machine shop and was in spec so the guy just hot tanked it to clean the crud off of it and i was on my way. I go to the honda dealer and pick up a timing chain, gaskets and a set of rings.I start taking it apart and noticed my top ring is in 4 pieces, guess thats why it was burning oil. Replace rings - no problem. Timing chain, not so much fun. The adjustor is siezed i think. So i get the new chain on. It was a *Edited**Edited**Edited**Edited**Edited* but its on properly just kinda tight. Torque the head down and give it a pull - ummm nope, can't turn the engine over with the pull starter. I take off the valve cover to look things over give it a pull and i can pull it over. Does anyone have any idea whats going on? I have verified all parts as being correct. I used assembly lube on the cam.I used fresh oil on the piston and rings. All fastners are torqued to honda spec. Could the timing chain be too tight? That seems to be the only thing i can think of.... any input would be appreciated....

is the cam in time?
sounds like you have a valve hitting the piston and not letting it move

If the cam setting is 180 deg. out would that make a difference?, just a dumb thought

The cam is timed correctly. I triple checked it after hearing other peoples nightmares.
Cam lobes facing down little circle on cam gear facing the notch, little line on magneto is lined up with notch in cover.

you had the cylinder walls deglazed, right? the rings wont seal right if you didnt....

Is that the engine with the adjuster on the lower case by the left side? Like the 85 and under 200X? I'd take that adjuster apart and see whats up. I can't say that is why it won't turn over, otherwise I don't know how the heck you could have got it together if it were so tight. But, if you take that sidecase off, you can see how the tensioner works by "binding" when you tighten that nut on top.
Get some slack in the chain so you can see whats up, the cam might be binding, you could have bound a ring up putting it back together - there's a few things that could have happened but your gonna have to systematically find it.

you had the cylinder walls deglazed, right? the rings wont seal right if you didnt....
The acid in the dip apparently etches/deglazes the bore...

Can you pull it over with the spark plug out? I think you should still hone a cross hatch on the cylinder after the acid dip. But i dont think that would make it lock up. Does it pull at all? Is the decompression lever still hooked up?

I thank all of you who helped out with this matter. The fact is that i am a moron. After scratching my head for hours trying to figure it out i tore the whole damn top end apart. Guess what i did.....
THE FRIGGIN DOWEL PIN ON THE CAM BEARING WASN'T IN THE RIGHT SPOT!!!I feel like such a tool! wait ..... tools are useful. So the dowel pin bored a new hole right beside the original hole. When i was torquing the head down it was compressing the bearing and causing it not to rotate. I filled in the hole with JB Weld and installed a new bearing. Slapped it all back together, sprayed some gas into the intake and the little beyouch fired right up.
