Does the starter valve for the carb come in a rebuild kit or do I need a new carb?

Starter valve? i rebuilt my 85 250 es's carb got the rebuild kit for it had all but one of the jets it didnt come with the choke plunger maby thats the starter valve but i just ordered that by its self came with the rubber boot and plastic nut and everything

in the manual it is called "starter valve" attached to the choke cable

you buy the choke plunger seperate

yea it was like 15$ i think at the cycle store came with every thing but the cable it was nice
