Wiring issue with 83 yam 200e

i bought the bike from the org owner, in great shape, I have also been trying to fix it up a little, but i am having a big issue with the electrical protion of the bike... here's the story.
ignition key works except when i turn the key all the way to the lights, the bike cuts out, the neutral light works, but no head light nor tale like, i bought new battery for it, and still cut out when key is in the lights position. also the electric starter on the bike will not work, the starter was tested and is working but ill not start the bike any and all ideas will be great

The light should work when the handlebar switch is on and the keyed ignition on. The light position on the keyed ignition is when the engine don't run and you want lights.

than that makes cents, but i still have no lights at all and no electric start i also checked the fuse that is located at the back of the air box and its fine, even changed it
