I know that on my ytm-200e, it don't really ''click'' into gear like the big red 200 do, but I can shift it easily with my toe. Maybe you should remove the right side cover and see if the mechanisn for the clutch work correctly and the clutch arm is ok.
Did you tried to hold the shift lever down or up to see if the clutch is working properly?

yes the clutch works properly its just feels liek its seized on the shaft and extremly hard to move the shifter itself and it seems to get worse when colder. but 1/2 the tiem i end up shifting it with my hand cause i cant with my foot.

They do tend to be more difficult to shift because they have that linkage system and the ends end up wearing out giving the sifter more play in it. It sure shouldn’t be that hard to shift though. I would pull the clutch cover off and check the shifting mechanism out, hopefully it’s not a bent shift fork shaft in the tranny.

I'll bet your linkage is froze up and or needs replaced - greased - cleaned. My sport bike used to do the same thing when I would get it out in the spring - it's linkage would get gummy from sitting over the winter months.

Bring it inside your workshop - let it get warm - pull the linkage - clean it - and then grease the living heck out of it and I would be willing to bet your problem goes away :)
