84-85 cr250 ignition timming

could someone please point me into the right direction in doing the timing for a 84 cr250 it has spark and im pretty sure its getting fuel and has good compression since it just had a total engine rebuild. ive had it running a few times by roll starting it but it didnt seem to rev out very well. what seems to be the adjustment is in the middle of the slot atm

timing may be over advanced.. turn stator plate counter-clockwise to retard.. Is the carb jetting correct? is the exhaust valve functioning?

thinking it might be worn reeds i can see just a little light coming through the petals when i hold it up to the sun.
