Oil in the cover is normal.
Sounds like the regulator located on the rear of the frame is bad. Heres one on ebay http://cgi.ebay.com/ebaymotors/VOLTAGE-REGULATOR-HONDA-ATC-200X-1983_W0QQcmdZViewItemQQ_trksidZp3286Q2em20Q2el1116 QQhashZitem3a3b3d63fbQQitemZ250101982203QQptZMotor sQ5fATVQ5fPartsQ5fAccessories

here we go some pics and brief history :)
my friend bought this like 10 years ago made some trail for 2 years or so and it was left for dead on is lawn :p ..... for like 5 years this bike havent run...
he open the engine and redone it this winter ... wanted to sale it in workin condition
its a work in progress i ve lots of thigs to do on it but it run right now !!
there a rear rack from probably another atc or big red but its fine and i plan to keep it since i do hunting with this trike.... i have to move it backwards a bit for easier seat removal without removing the rack...
the rear fender have been cut i think on the rear for that rack
i ve just redone the seat this week and i m waiting part for carb overhaul
it also need a full brake job , (master , caliper and so on)
i have the head light mount braket but have to find a headlight ....
the better its i trade my friend this bike for a brand new mower that i paid 25$ canadian repair it for 5 $ and a paint job on his shadow street bike so its about 200$ canadian for that bike :)... tire a real good engine redone so have to fix little thing ....... happy owner i am .....
i also will repaint the gas tank ..
here are the pics

You are trying this with just the rear bulb?
yep since i got no headlight :P but i may put an ac regulator as well :) pay to learn i guess .....
i was surprised a bit that was ac voltage .... when i gas the bike it get around 18 volts

My headlight burns out with no tail light in it, if I rev it up. I would imagine yours burns out immediately. It will probably be fine with two correct bulbs.
i see i tried the rear without front bulbs and it last not much than 30 seconds .... ill give a try at putting all bulbs and see ....
thanks again ... ill come back with results

IDK I kinda like the rack on there it looks pretty legit...... any way you can run a rear light only and no front headlight if everything is working the way it should Freaksfix used to do this with his 200x because he had a numberplate he would run during the day
