What is this and where does it go?

I bought my 250R a couple of years ago, and since then, I've always had this one part just dangling on my 3-wheeler.

Can anyone tell me what it is, and where it goes? I've looked at it and there seems to be another piece missing.

okay is there any wires coming out of it? and is it just ziptied on?
