smaller rear sprocket will do more then all you listed. try a 37 or 36 (you'll lose low end but you have more then a banshee anyway)
a larger carb (39mmPWK) will also help.

Not all the replies needed to be removed but I decided to remove them anyway. If you have a problem with it then PM or Email me. Do not post it here.

a
39mm flat slide carb as suggested. a 96 or so cr250r intake with some good reeds, a port job is a BIG help, sprockets good tires are also a must have. a longer swing arm to keep the front down, a uni or K&N air filter. i have afew of these things for sale.
=6" west coast swinger
39mm pwk flat slide,
uni filter,
and other stuff.

The biggest gain will bee to Port the cylinder. Then go to a bigger carb, and then Reeds.....

There is LOTS of stuff you can do, here is what is done for my 85 ATC 250r DRAG BIKE.
DRAG Port and Polish (or going wild with porting it)
Shaved Head
.60 over Weisco
Modified Stock Reed cage (better topend than Boyseen Radvalve or anything else out there)
39 Flat Slide Carb
K & N Free Flow (no Airbox) Airfilter
FMF pipe/Silencer (also Drag Pipe)
MSD Iginition System
14/37 Sprockets
gearing is one of the most important ones, your sprockets and tires make a big difference, they will either waste your motors power or use it.
also if you dont do night riding, you can swap a 99 CR250 electrical harness on it and get a lot of power but if you still want the headlight go with MSD.

Also forgot, I run 110 Octane or basic Race Fuel. and make sure when you add mods, increase your carb jet sizes.
