You need to put a gasket behind it. Went through the same thing the other day

Anytime you guys have a binding issue, start by backing the bolts off - that may tell you everything.

The other thing I use is "machinists ink or Dykem" It shows whats rubbing on what and tells a story. Sometimes even a fat Black Sharpie marker shows you whats rubbing on what.

And LAST, are the dowel pins. If you ever take crap apart and forget one or both (there are usually 2) dowel pins, you will have some type of alignment and or binding issue........

Ya, I did the same with silicon. Buy a gasket or some gasket material and it should be good. It has on an o-ring so the gasket is just for a spacer. It is the pulse generator base plate. The gasket cost a couple dollars from a Honda dealer, or you can get the roll of gasket material for $5 form an auto parts store and cut your own out
